    Homeless People and Anti-social Behaviour

    Many parishes encounter situations involving homelessness or other anti-social behavior. The following advice may be applicable:

    • Firstly, it is important that a consistent message comes from the parish i.e., “that they do not have approval to remain on parish property”. Sometimes mixed messages like ignoring them may be construed as tacit approval to be there.
    • Sometimes homeless people are attracted to a site because there are things they can use there e.g., water, electricity or toilets. You should consider restricting access with locks or security taps etc.
    • Security cameras or movement activated light may help.
    • Improving passive surveillance by trimming trees and bushes.
    • Calling police is the best response and doing this regularly helps get the message across. It is useful to get a police incident number on each occasion and keep a record.
    • Police can be requested to reinforce the key message outlined in the first paragraph

    Violence/Misconduct Restraining Orders

    Violence Restraining Orders (VROs) and Misconduct Restraining Orders (MROs) must be filed by an individual against another individual. The Diocese cannot apply for these orders on behalf of a parish. Further details can be found below:
